Rich practices in the areas of Administrative, Public Utilities & Municipal, and Construction Law. He currently serves as Corporation Counsel for the Town of Bolton, WPCA Counsel for the Town of Stonington, and counsel for the Southeastern Connecticut Resources Recovery Authority. He has also served as counsel for the Connecticut Heating and Cooling Contractors Association, the Connecticut Electrical Contractors Association, and the Connecticut Construction Coalition. Rich received his Bachelor of Science from the University of Connecticut in 1966 and attended the Suffolk University Law School and University of Connecticut School of Law, where he received his Juris Doctor in 1969. He was a member of the Suffolk University Law Review in 1968. From 1970 to 1975, Rich was an Assistant Attorney General, representing the Connecticut Public Utilities Commission. He is admitted to practice before the state and federal courts of Connecticut, the United States Court of Appeals for the District of Columbia Circuit, and the United States Claims Court. Rich is a member of the Hartford County and Connecticut Bar Associations.
